No. Participants do not have to use their Express Scripts benefits to get the lower pricing for qualified prescriptions at participating discount pharmacies. 

These $4 retail generic prescriptions are never subject to the $10 penalty. Should you choose to use your Express Scripts benefits (by showing your ID card), you will still pay only the lower price for qualified generic prescriptions and have the added advantage of the Express Scripts web history. This program keeps track of each participant’s prescription history — whether the prescription was filled through a retail pharmacy or through home delivery — and automatically checks for drug interactions. If necessary, Express Scripts then provides the pharmacist with additional information or warnings.
